This report is the result of a Prospective Analysis exercise of the war in Ukraine in which Christian D. Villanueva López and Beatriz Cózar Murillo (Ejercitos Magazine) and Javier Jordán Enamorado and Alberto Bueno Fernández (Global Strategy) participated. Our work explores the development of the Ukrainian war throughout the first half of 2023, and does so paying attention to the political-strategic level. Through this article, a conceptual abstraction, the aim is to develop a theory on the use of tactical maneuver as a military approach of the Armed Forces through which to achieve operational objectives, and even depending on the context in the war theater, strategic ones. The adoption of this approach will be possible thanks to modern command, control and communication systems, as well as the capabilities in intelligence and processing of the data obtained by it. All of this within a hypothetical framework of modern war of conventional, asymmetric aggression of high attrition and high intensity, where the attacked State is inferior in numbers and equipment-material with respect to the aggressor State. In the 1980s, Colombian drug trafficking launched harsh armed offensives in its war against extradition. In those years, a member of ETA taught the Medellín Cartel how to attack with car bombs. Thus, this terrorist tactic was used hundreds of times by Pablo Escobar's hitmen, leaving thousands of dead throughout the Latin American country. In addition, attacks with remote-controlled explosives were also used by the Cali Cartel, with whom ETA would negotiate, years later, to mediate with the Calabrian mafia. The use of tactical (or non-strategic) nuclear weapons on the terrestrial battlefield is much more difficult to visualize and understand than is popularly assumed. In general, the usual thing is to simply extrapolate the apocalyptic images of the atomic bombings of Hiroshima and Nagasaki, and then deduce that carrying out a few attacks with nuclear artillery fire would cause extremely destructive effects that would annihilate an enemy army with relative ease. The war in Ukraine seems to be heading, step by step and inexorably, towards the first use of nuclear weapons, something unprecedented since the atomic bombings of Hiroshima and Nagasaki in 1945. It is the consequence of the passage, for years, towards a Second Nuclear Age and the normalization of the concept of Offensive Deterrence, which Russia has been putting into practice since the early stages of the conflict to modulate the degree of Western involvement. If Russia finally, faced with the threat of complete military defeat and the loss of conquered territories, resorts to atomic weapons, it will have done nothing other than confirm some of the theories that we explain in this article.
