Russia, China, Turkey and the Shanghai Cooperation Organization (SCO)

The 2022 summit of the Shanghai Cooperation Organization or SCO (SCO) just ended this week in Samarkand, Uzbekistan. The SCO was founded in 2001 by China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, to discuss economic and security issues in Central Asia, with a focus on combating terrorism and strengthening trade ties. After coming a long way, it has become the largest regional organization in the world, concentrating more than half of the population of our planet. The risks of digital democracies

Digital democracies, understood not only as those that are digitizing the voting process, but also as those in which citizens have broad access to the Internet, run the double risk of being attacked both during the holding of the elections themselves, through cyberattacks, such as through disinformation campaigns. Given that digitalization - at least in some aspects - does not seem reversible, protective measures will have to be established to prevent a repeat of what happened in electoral campaigns such as the 2016 US election or the May 2019 elections to the European Parliament. Hezbollah as intermediary between Iran and the Houthis

In its Gray Zone strategy, Iran uses third actors to implement its main lines of action. The terrorist group Hezbollah stands as one of the great proxies of the Iranian regime in its operations abroad. In the Gray Zone of the conflict in Yemen, Hezbollah has served as an Iranian intermediary to support the Houthi rebels militarily and politically, as well as through influence operations. However, Hezbollah develops hybrid strategies in favor of Iran in its geopolitical struggle to achieve regional hegemony against Saudi Arabia. The new Maritime Doctrine of the Russian Federation

On July 31, during the celebration of Navy Day, President Vladimir Putin approved a new Maritime Doctrine of the Russian Federation that lists the country's main maritime ambitions, a doctrine that for the first time emphasizes transportation maritime and international logistics centers, seeking to be increasingly global[1]. European Defense

The Strategic Compass of the European Union

The Strategic Compass of the European Union is a key document in the future of the Common Security and Defense Policy (CSDP). After a long process of study and negotiation, what is the EU's first defense strategy was approved on March 21, in a scenario marked by the Russian invasion of Ukraine, which began when the text had already been prepared. Perhaps for this reason, the Strategic Compass was born to a certain extent out of date and is not the most appropriate document to face the future challenges of the EU, even though it is a sufficiently comprehensive text. It must be understood that it was "now or never" and that from Brussels' perspective the political momentum should be taken advantage of to approve this text instead of starting over a process that has taken years. The war between Russia and Ukraine in the cyber domain

Before the invasion of Ukraine by Russia, this State already stood out for the hyperactivity and lack of stealth of its cyber activities. NotPetya, SolarWinds, Colonial Pipeline, were just some examples that allowed us to observe the offensive capabilities that Russia had in cyberspace. Although this situation has been considerably altered by the Russian-Ukrainian conflict, as Russia has seen war as a way to test its abilities in the cyber domain on a large scale, it is also true that, far from what they might have thought, a large number of experts, “cyber-armageddon” has not occurred. Misinformation

IS-K propaganda

A year after the departure of international troops from Afghanistan, the Daesh affiliate in the country and in Central Asia has reinforced its propaganda strategy. To this end, IS-K has launched a new propaganda manual in English about its organization and two new local and regional media. With this, IS-K wants to amplify its agenda to oversize its international information presence and increase the recruitment of new jihadists willing to mobilize to areas of Central Asia to fight for their organization. The rise and expansion of Daesh's proxy in Central Asia allows the organization to pivot between areas of influence and expand its influence towards the Asian continent. Conflicts over water: Egypt, Sudan, Ethiopia and the Renaissance Dam

Water is life, the ancient saying goes, and the Nile River has been a source of life since time immemorial. Among other things, it brings food, economic activity and hydroelectric energy, which means development, power and influence. All of this is at the center of the dispute between Egypt, Sudan and Ethiopia over the latter's construction of the Renaissance Dam, located on the border with Sudan, on the Blue Nile. Because the problem begins when the source of the necessary water is mainly outside its own borders, especially in the case of Egypt. An issue to which we must add the decrease in the amount of water available and, with demographic growth, more and more people need it. Finally, we must also highlight the interests of the states involved which, in the case of Ethiopia, have historically been little taken into account. [Keep reading…]

Terrorism

Jihadist mobilizations towards Africa

Mobilizations of foreign terrorist fighters are not a new phenomenon. International jihadists moved to areas of the Caucasus in the 1990s or fought with Al-Qaeda at the beginning of the 21st century. Recently, the last major experience of waves of terrorists mobilized in foreign lands was carried out by the massive recruitment of Daesh to fight in Iraq and Syria. Now, from Al-Qaeda and Daesh, new calls are being made to transfer the hegira with which to carry out jihad towards Africa. In addition, new actors are involved in promoting the mobilization of international jihadists, such as Hurras al-Tawheed, a group that aims to unite the mujahideen of the West to fight together. Untying the Sahelian knot: actors, vectors and an aggravating factor of the conflict in the Sahel

To untie the knot of the Sahel or, at least, try to do so, we must start with the old quarrels, affronts and confrontations between communities and, within them, between elites and lower classes. They come from afar and the actions of governments over time have led to greater benefits for some (farmers, especially) and have been to the detriment of others (especially shepherds). Added to this in the last decade is the jihadist element, which takes advantage of this breeding ground to try to gain resources (power and influence) to, among other objectives, negotiate with the Government and also gain followers.
