PESCO: the last chance

For the external observer, the Permanent Structured Cooperation (PESCO) is more equivalent to the long list of projects underway than to the 20 binding commitments, considered at the launch of this policy in 2017, as a before and after. It is difficult to determine the real origin of blindness among the political, academic and even in some cases military elites within the EU Member States. To a large extent it can be attributed to ideology and ignorance, to forgetting Clausewitz and the environment of the “EU bubble” totally alien to reality. The truth is that after more than 75 years of relative peace - neither Chechnya, nor the Balkans, nor Nagorno Karabakh, Transnistria or Crimea come to feel them as our own conflicts - and having eliminated war as an element of resolution of disputes between States within the EU, we have lost all the strategic heritage accumulated in previous centuries. The consequences are terrible, since they limit our ability to understand the world in which we live, to understand the way of thinking and acting of other actors and to apply all the instruments of power at our disposal. The Strategic Compass of the European Union is a key document in the future of the Common Security and Defense Policy (CSDP).
